Certification in the national system of Uzbekistan
«Uzstandard» Agency is the National Certification Body of the Republic of Uzbekistan.
Certification in Uzbekistan is carried out by certification bodies accredited by the Republican Center for Testing and Certification (including regional units) and accredited bodies for certification of homogeneous products. Coordination and general management of work in the field of certification is carried out by the Office of Technical Policy in the field of confirmation of conformity of the Agency «Uzstandard».
The national certification system of Uzbekistan operates at the state level and has its own rules of procedure and management for conducting conformity assessments in accordance with legislative and regulatory acts.
The legislative and regulatory framework of the National Certification System of Uzbekistan is: The Law of the Republic of Uzbekistan «Concerning the certification of products and services» of 28.12.1993, the Law of the Republic of Uzbekistan «Concerning the Protection of Consumer Rights» of 26.04.1996, the Law of the Republic of Uzbekistan. «Concerning the quality and safety of food products» of 30.08.1997, the Law of the Republic of Uzbekistan. «Concerning the technical regulation» of April 23, 2009, the Law of the Republic of Uzbekistan.
№ 354 of 04.10.2013. «Conformity assessment» «Regulations on the procedure for certification of products», approved by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan for № 318 of 06.07.2004, «Rules of certification of products» registered by the Ministry of Justice for No. 1458 of 18.03.2005.
Certificate of conformity – a document issued according to the rules of the certification system and confirming compliance of the certified products with the established requirements. This document is issued by accredited certification bodies and operates throughout the territory of the Republic of Uzbekistan regardless of the region in which the applicant is registered.
In Uzbekistan, the list of products produced within the country and imported to its territory that are subject to compulsory certification is presented in Annex 1 to the Decree of the Cabinet of Ministers of the Republic of Uzbekistan of 28.04.2011 for No. 122. These include: food, alcoholic and non-alcoholic beverages, tobacco products, fertilizers, fuel of various types, oil and much more. The implementation of such products without a certificate in Uzbekistan is not allowed.
The procedure for voluntary certification is carried out at the initiative of the applicant, but the availability of a voluntary quality certificate serves as a weighty argument for the consumer. For this reason, enterprises conduct a voluntary assessment of the quality of products sold. The certificate of conformity confirms the safety of the offered goods, and this is the main criteria for the buyer.
In order to certify the production of products, the following documents should be submitted: a copy of the regulatory document for the products; sample of product labeling (product information); if there is a copy of the hygienic certificate containing the test results in the laboratory of the state sanitary inspection authority and information on other requirements established in the regulatory documents for the certified products (veterinary and phytosanitary certificate, environmental certificate).
After the filing of the application, the certification body reviews it, analyzes the submitted documents and, within two days of its receipt, informs the applicant about the decision that contains all the main conditions of certification based on the established procedure for certification of homogeneous products. Including the certification scheme and the necessary regulatory documents for compliance with which certification will be carried out, an accredited testing laboratory that will conduct the tests is indicated. If there are hygienic, veterinary, phytosanitary or environmental norms and requirements in the regulatory documents for the certified products, the decision also indicates the need to obtain a hygienic, veterinary, phytosanitary, environmental report (certificate).
